No, with this device you will need to build this list over time.  In our experience, these bad numbers are constantly changing, and having a device with a pre-loaded list of bad numbers is probably 99% obsolete (out of date).  

We recommend our clients to search this government blog: https://www.consumer.ftc.gov/blog or google using any questionable phone number -- this is 10x more effective and accurate, compared to having a call blocker with 'pre-loaded' bad numbers.

The only call blocker device I know that sells a call blocker with ‘pre-loaded’ bad numbers is based in the UK, so that’s probably even more useless.
